I think it has to do with the fact that with the fair gone thousands of people lost their jobs and was homeless as mentioned in the book. Since there was so many homeless people poverty rates and crime rates sky rocketed. Also sanitary conditions worsened since there is no workers to pick up trash anymore. Overall there was just a boom of unemployed people which the city could not take in.
Also many unemployed people that weren't in Chicago before the fair came to Chicago knowing they'd find jobs, but now that the fair is gone,Chicago is left with more unemployed people than it originally had.
